                         TN Senate District 19 Economic Empowerment Zone  

In 1994 the United States Congress instituted the Empowerment Zone Program, it consisted of three designations: Renewal Communities (RCs), Empowerment Zones (EZs) and Enterprise Communities (ECs). The focus was on are highly distressed urban and rural communities that may be eligible for a combination of grants, tax credits for businesses, bonding authority and other benefits. While the latter federal program formally phased out in 2016, the basic model can be replicated.

This model specifically targets voting precincts within the senate district that have high poverty rates and lack sufficient opportunities for Entrepreneurial Development that can significantly improve the overall quality of life for constituents.
