Civil courts handle probate and the civil side of exploitation – but not the criminal side. Normally the civil judge would refer the crime to the criminal side, e.g. Law enforcement agency with the jurisdiction. Joe believes Guardianship problems will require a political benefit for those in power to pursue fixing the problem. Joe Roubicek thinks the confusion with corrupt guardianships is that many of us are conflating the civil guardianship process with the criminal investigation and prosecution process.
