Oncor's Smart Meter and the Money Trail

Does Goldman Sachs own  both TXU and Oncor? Is Oncor's smart meter the new cash cow? Is it a conflict of interest for TXU and Oncor to be owned by the same company? If TXU is your electricity company and Oncor is your service provider who do you complain to if you have a problem with billing?
